Calif. cities’ pot rules get low marks from health group

The non-profit Public Health Institute's annual scorecard makes the case that California cities and counties aren't doing enough to protect youth from legal cannabis.
“California built the largest legal cannabis market in the world, but we still lack the public-health guardrails required for a legal but addictive product,” said Dr. Lynn Silver, senior advisor at the Public Health Institute.
