In an MJBiz interview, California's new top regulator described his goal as slow and steady growth of the legal market. Clint Kellum, who came to the Department of Cannabis Control (DCC) in 2025, was previously chief deputy executive of the state Infrastructure and Economic Development Bank, said that if half that cannabis Californians used came from the licensed market it would grow sales by $1B or 25%.
