Catalyst ruling could boost many Calif. businesses

A recent legal win for retailer Catalyst Cannabis could bring some relief to California cannabis businesses saddled with local payments created under the auspices of local "development agreements" (DAs)
Last month a judge in Stanislaus County (Modesto) granted Catalyst a preliminary injunction to block the city of Patterson from shutting down Catalyst's shop which opened in 2019. The ruling follows a long-running dispute over "public benefits" payments the city claims Catalyst owes from its DA.
