Newsom proposal could upend Calif. supply chain

California Gov. Gavin Newsom (D) has circulated a proposal that could radically alter the state's licensed supply chain.
Newsom's changes were introduced in late June as proposed modifications to a hemp bill. They have not been added to the bill's published text (AB 2223), but could potentially be added and passed by this year's August 31 legislative deadline.
